The atlas is responsible for nodding while axis for rotation of the head.

But however, the question didn't ask of the vertebra, but the joints.

So it is the joint between the occipital condyles of the base of the skull + that of the atlas is responsible for nodding,

while the postzygopophysis of the atlas + prezygopophysis of the axis is for rotation✅
